This property is zoned HI and is fully entitled by the City of Lancaster with Conditional Use Permits for over 200,000 square feet of commercial cannabis cultivation, manufacturing and distribution per the city’s Commercial Cannabis ordinance. The Onion Plant property consists of 12.35 acres of land. On approximately 2.85 acres of the property there are two existing metal buildings. Built in 2003, the buildings include a 41,200 sf that is leased for cannabis cultivation, manufacturing and distribution. The other 14,000-sf dry storage building that includes the facilities security offices and two units measuring 4,000 sf and 8,000 sf that are entitled for commercial cannabis cultivation, manufacturing and distribution.

The remaining 9.5 acres is graded and ready for construction of an additional 150,000 square feet of cannabis cultivation, manufacturing and distribution concrete tilt up or mixed light buildings to be built as one 60,000 sf buildings and three 30,000 sf free standing buildings.

Lancaster is located in L.A. County, just 50 miles from the city of Los Angeles, the largest cannabis market in the state. In February 2017, the City of Lancaster passed an ordinance allowing the city to license cannabis businesses in concert with the Medical Cannabis Regulation and Safety Act (MAUCRSA) for the State of California. The Ordinance was amended in November 2018 to allow for adult-use commercial cannabis activities including cultivation, manufacturing and distribution and is designed to implement a highly regulated legal and compliance structure. The Ordinance allows licensing for commercial cannabis indoor cultivation including mixed light and greenhouse style structures, cultivation processing, nursery licenses, volatile and non-volatile manufacturing, infusion, testing labs and distribution. The Ordinance gives the City flexibility to amend it to allow for additional licensing in the future.

Medical + Adult Use Cannabis Regulation & Safety Act (MAUCRSA)

The act allows for state licensing of cultivators, manufacturers, dispensaries, distributors and testing labs. The State requires dual licensing (local and state). It also requires individual plant tagging (unique identifiers), which the Lancaster ordinance requires to be implemented for all potential cultivators as part of their comprehensive security plan. Per State and Local law, all cannabis businesses shall be required to utilize METRC which is a seed to sale track and trace point of sale system to track inventory and revenue.
